RULES 2017 & 18

General Game Rules-  High School Rules Apply EXCEPT FOR THE NOTED ITEMS BELOW AND ABOVE:

#1 RULE: BASKETBALL IS FOR FUN. WE THE PARENTS AND COACHES ARE THERE TO CHEER ON THE CHILDREN AND CONGRATULATE THE OPPOSING PLAYERS FOR GOOD EFFORT.

  • THIS IS A RECREATIONAL LEAGUE. Coaches are responsible for their parents and their players. The League Director will forfiet a team if a parent, coach, or player can not behave in an appropriate mannor during the game. The League has a NO TOLERANCE POLICY when it comes to inappropriate confrontational behavior. The League will reserve the right to have any person banned from attending any games or practices due to confrontational behavior towards an official, coach, parent, or participant.
  • REFEREES HAVE FINAL SAY! Everyone please remember that many of the officials may  not be much older than the particpants themselves. COACHES Please take a minute before the game starts to ask your referee any questions you may have. If you need a copy of the NVSL High School basketball rules for 2017 please ask and we can provide copies as needed.
  • Due to time restrictions on games -TIME OUTS: 2 time outs per half. Only 1 time out can carry over to 2nd half. No timeouts carry over to overtime periods. 
  • Overtime: 3 minute periods each team gets 1 time out in the first overtime period, does not carry over. Maximum overtime periods during regular season games will be 2 periods then the game will end in a tie. Playoff games there will be unlimited overtime periods.
  • As a courtesy and to show good sportsmanship we ask that if a team only has 4 players that the game will be played 4v4. However, the coach has final say ultimately he can play 5 players vs 4 if they choose. If a team has less than 4 players then they will forfeit that game.    

 

PRESSING:

See individual league rules about FULL COURT PRESS and when its allowed. 8th Grade and below: NO PRESSING ALLOWED BY TEAM THAT IS UP BY 10 POINTS OR MORE AND EVERY EFFORT SHOULD BE MADE NOT TO RUN UP THE SCORE!! THIS MEANS ENCOURAGE PLAYERS NOT TO FAST BREAK AND SCORE EASY BUCKETS WHEN THEY HAVE A DOUBLE DIGIT LEAD. 

PLAYER PARTICIPATION

  • All players must play a minimum of TWO FULL UNINTERRUPTED QUARTERS (in accordance with FPYC Bylaws).  Substitutions are allowed any time during the game.  It is also required that each player play one quarter in the first half and one in the second half.
  • If a player arrives after the start of the 1st quarter then a coach is only required to play that player 1 full uninterrupted quarter.
  • If a player arrives after the start of the 2nd quarter then playing time is at the discretion of the coach, but every effort should still be made to get them into the game if even for just a few minutes.
  • Caution!  Substitutions could be hazardous to your player participation requirement.  You will be responsible for tracking your players playing time.  Beside each players name the 4 quarters will be listed. When a player checks into the game a (/) will indicate the player has checked in for that quarter. If the coach substitutes the player out then the scorekeeper will change the (/) to make an (x) for that quarter indicating that it was a substitution and not a full uninterrupted quarter.
  • Overtime Period(s):  There are no additional participation requirements for overtime play stipulated in our rules, but you are encouraged to find creative ways/times to play most if not all of your players in the extra time.
  • If you wish to file a protest for Player Participation against an opposing team (only grounds for a protest) or you detect an error in the score book, you must notify the referee immediately after the game in question and file a protest no more than 15 minutes after the game ends.  The protest must be written in the scorebook and the director of the league must be emailed or called immediatly  

Score Book 

  • Score book is the OFFICIAL record of the game. WE NEED PARENT VOLUNTEERS FROM EACH TEAM TO HELP KEEP THE GAME CLOCK AND SCOREBOOK. Please review all the rules of score keeping and time keeping with your volunteers. Please remember to check score book at the end of the game. (The digital scoreboard is NOT the official score.)
  • It is the coaches responsibility to review the score keeper and clock keeper duties, and is best if both coaches review these responsibilities together with the game’s volunteers.
  • At a minimum, please make sure volunteers do the following:
    • List all players and numbers of players on each team before the game starts, even if a player is late and has not yet arrived to the game. If the players name is added in the scorebook after the game has started the referee may call a technical foul on that team. 
    • Keep a running score total for each team. This is the official score for the game.
    • Keep track of team fouls per half and team timeouts.
    • Keep track of individuals full quarters played vs partial, points scored per quarter by player, and player fouls per game. Players are ejected after 5 individual fouls or 2 technical fouls. A player technical foul is also considered a personal foul and will count as 1 of the 5 fouls allowed in a game. 

 

League Standings

  • Regular season standings will be determined by won/loss record of all games played.
  • Tie-breakers:  
  • Head-to-head competition
  • 3-way tie – short straw meeting (NO point differential will be used in an effort to remove any desire to “run up the score”).

End of Season Tournament: 

  • Single elimination
  • All teams make the tournament
  • Seeding for tournament will be based on regular season standings 

 

Gym Closings:   

  • During the school week, if schools close EARLY for the day due to weather, all gyms

      will be closed that evening.  

  • Weekend Closings - WAIT FOR MY CALL OR EMAIL.  Please let your players and parents know this policy.  Also, if practice is cancelled on Friday, gyms are NOT automatically closed on Saturday or Sunday.

Player Ejections/Discipline

  1. If a player is ejected from a game they will serve at least a one game suspension and may be removed from the league.  No practices either (can’t attend).
  2. If a player strikes, with serious intent to harm, another player or person in the gym they will be removed from league for the remainder of the season.
  3. If a player threatens or uses profanity the first offense will be a minimum one game suspension and possible ejection from league.  Can’t attend practices.
  4. Any second ejections from games and the player will be removed from league.
  5. NO player may be “sat out” of a game by a coach without the League Directors’ permission. This will be allowed only under very extreme circumstances.  

Coaches / Players / Parents Technical/Ejections

 

  • If a coach, player, or parent is ejected from a game then they may be removed from the league pending the circumstances. All Coaches ejected will serve a minimum one game suspension. The league director reserves the right to suspend him / her for future games as well.
  • If a coach, player or parent receives multiple technical fouls during the season the league director reserves the right to suspend him / her from future games as well. 

Policy for discrepancy or issues that may affect the standings or outcome of a game:

  1. First the League Director will decide.   League Director may choose another option or make decision themselves
  2. Second, depending on the severity or the impact of the issue, each coach may vote (excluding the coach(es) involved).  If there is still a tie then the League Director will decide
  3. Finally, if League Director(s) team is involved then the Director for the Boys League or the Director of FPYC Basketball may be asked to decide or option B above will be implemented

 

  • Rosters & Game Schedule: Coaches be sure all players are given a game schedule and team roster with your phone numbers.  Suggestions:  get a work number for each player’s parent in case you have to make calls during the day.   Keep a copy of phone numbers with you (at work or school binder) in case you have to make an immediate call.
  • Players are NOT permitted to wear any jewelry during game.  Encourage them to leave it home on practice nights and on Saturdays.  FPYC will not be responsible for lost, damaged, or stolen items.
  • PLEASE HELP KEEP AN EYE ON THE FPYC GAME BALL. THE GAME BALL AT THE END OF EVERY GAME NEEDS TO GO TO THE REF OR IN THE GAME BIN AT THE SCORERS TABLE. THE GAME BALLS TEND TO GROW LEGS AND WALK OUT OF THE GYM. IF THE GAME BALL/S GO MISSING THEY WILL NOT BE REPLACED.
  • Have players clearly mark their basketballs for identification - there are many duplicates.
  • Anything lost or found will be put in equipment box if not too big.

Equipment box contains two score books, pencils, extra whistles, medical kit/ice packs, extension cord, clock power cord.  Please make sure that you gather all of these items together if you are the coach responsible for doing so at the last game of the day.

Coaches 

  • You and your assistant(s) are responsible for knowing the rules. ALL COACHES ARE RESPONSIBLE FOR THE PLAYERS AND THIER PARENTS! Remember this is supposed to be fun.
